Rick Barnett Property Appraiser Resigns "Rick Barnett, Bay County’s Property Appraiser, announced his resignation Friday afternoon through his attorney Jeff Whitton. During a news conference at his Harrison Avenue office, Whitton distributed Barnett’s resignation letter to Gov. Charlie Crist and an open letter written by Barnett to the people of Bay County.
